Why in news?

The Department for Promotion of Industry and Internal Trade (DPIIT) has recently announced the second edition of the States’ Startup Ranking for 2019.

 

More about on news:

  • The state wise startup ranking framework recognizes and evaluates the measures taken by the Indian states and union territories (UT) to support and build the startup ecosystem in their respective jurisdictions.
  • The ranking framework for 2019 will judge the states’ on their startup initiatives from May 1, 2018 to June 30, 2019.
  • The department has also proposed to recognize states and union territories for their “exemplary performance” in seven pillars of the ranking framework, which also includes recognizing innovative startup programmes and initiatives taken by the respective state governments.

 

Objectives:

  • The Startup Ranking framework aims to rank the States/UTs for establishing a robust ecosystem for supporting Startups.
  • The framework also encourages States and UTs to identify, learn and replicate good practices from each other.
  • The ranking exercise aims to evaluate measures taken by States/UTs during the assessment period from May 1, 2018 to June 30, 2019.

 

Ranking pillars:

The ranking framework for 2019 comprises of seven pillars and 30 action points which are meant to assess efforts across:

  • Institutional support
  • Simplifying regulations
  • Easing public procurement
  • Incubation support
  • Seed funding support
  • Venture funding support
  • Awareness and outreach related activities

 

Significance:

  • The launch of the ranking framework in 2018 galvanized the States/UTs into action, thereby giving impetus to the Startup movement across the country.
  • Till date, 25 States and UTs have launched their dedicated Startup policies to incentivize Startups in their jurisdiction.

Significance

  • The Startup Ranking 2019 is expected to take forward the Startup ecosystem in the country and give impetus to the vision of India becoming a Startup Nation.

 

About 2018 rankings:

  • The state startup ranking framework for 2018 was focused on seven pillars with 38 pointers based on which each state was ranked.
  • Results were announced in January 2019, under the states startup ranking for 2018 wherein the ranks were graded under six categories — Beginners, Emerging States, Aspiring Leaders, Leaders, Top Performers and Best Performers.
  • Gujarat was ranked as the best state in developing startup ecosystem for budding entrepreneurs followed by Karnataka, Kerala, Odisha and Rajasthan that were regarded as the top performers on the list.
  • 14,565 startups were examined by DPIIT across India in the ranking.
  • Maharashtra had the largest number of startups (2,787), followed by Karnataka (2,107), Delhi (1,949), Uttar Pradesh (1,201), Haryana (765) and Gujarat (764).

Why in news?

Recently National Accreditation Board for Hospitals and Healthcare Organizations (NABH) has revamped Entry-Level Certification Process to make it simpler, digital, fasterand user-friendly.

 

More about on news:

  • The revised process is driven through a new portal called HOPE – Healthcare Organizations’ Platform for Entry-Level-Certification with a focus to promote quality at nascent stages by enrolling a wide range of hospitals across the country including Healthcare Organizations (HCOs) and Small Healthcare Organizations (SHCOs).
  • The aim is to create a momentum for HCOs and SHCOs that want to avail benefits associated with Insurance Regulatory and Development Authority of India (IRDAI) and Ayushman Bharat by getting themselves NABH certified along with the primary aim of creating a quality healthcare ecosystem in India.
  • The idea of cashless payment to patients under insurance coverage has been promoted by IRDAI to reduce financial burden on households.
  • The IRDAI has mandated hospitals to ensure a quality healthcare ecosystem through NABH Entry-Level Certification Process.

  • HOPE is an online platform for smooth and secure registration.
  • It is not just confined to certification of HCOs/SHCOs but also enables them to comply with quality protocols, improve patient safety and the overall healthcare facility of the organization.
  • It provides a self-explanatory questionnaire to be filled by the HCO/SHCOs.
  • A mobile application has also been developed to support HCO/SHCOs for directly uploading geotagged and time stamped evidences required for compliance to the standards.
  • It has also changed the assessment process which is now carried out on a technology based application where the data is captured and validated on a real-time basis.

  • Knowledge bank providing a comprehensive guidebook, presentation etc. with detailed information of the step-by-step certification procedure.
  • Created a larger and stronger network of qualified assessors.

 

Major stakeholders:

In order to support maximum HCO/SHCOs in the country, QCI and NABH have partnered with several organizations like:

  • Indian Medical Association (IMA)
  • Patient Safety and Access Initiative of India Foundation (PSAIIF)
  • Consortium of Accredited Healthcare Organizations (CAHO)
  • Other stakeholders for spreading awareness about the process.

 

About Quality Council of India (QCI):

  • Established in 1997
  • Quality Council of India (QCI) is an autonomous organization under the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry.
  • It is the Quality Apex and National Accreditation Body for accreditation and quality promotion in the country.
  • The Council was established to provide a credible, reliable mechanism for third party assessment of products, services and processes which is accepted and recognized globally.

 

National Accreditation Board for Hospitals & Healthcare Providers (NABH):

  • it is a constituent body of QCI
  • It has been working to ensure reliability, efficiency and global accreditation in Indian healthcare sector using contemporary methodologies and tools, standards of patient safety and infection control.
  • NABH accreditation provides assurance of quality and care in hospitals at par with international benchmarks.
  • NABH has designed an exhaustive healthcare standard for hospitals and healthcare providers that have been accredited by ISQUA the apex international accreditation body.

Why in news?

Energy Efficiency Services Limited (EESL), a joint venture of four National Public Sector Enterprises under Ministry of Power, Government of India, recently launched its Super-Efficient Air Conditioning Programme for residential and institutional consumers in the BSES area.

 

More about on news:

  • These Super-Efficient Air Conditioners are 40 percent more efficient than, but priced comparably with, the 3-star ACs currently available in the market (ISEER 3.8).
  • EESL is working towards making this programme and its benefits available to all consumers across the nation with the other DISCOMs likely to partner with EESL in future.

 

Significance of the programme:

  • Besides promoting energy efficiency, the Super-Efficient AC programme will also help to reduce the peak power demand in South and West Delhi by 22MW, enabling the two organizations to harness synergies to promote energy security and sustainability.
  • The programme directly addresses the prospect of the nearly four-fold increase in energy consumption from buildings and cooling appliances in India by 2032.
  • It also addressing goals of India’s Cooling Action Plan and Hydrochlorofluro carbons Phase out Management Plan, enabling achievement of India’s targets under the Kigali and Paris Agreements.

 

Financial assistance:

  • EESL’s investment in the programme is partially supported by a grant from the Global Environment Facility (GEF)
  • Asian Development Bank (ADB) is providing necessary grant support and loan while United Nations Environment (UNEP) is providing technical assistance support to the Super-Efficient AC programme.

 

Global Environment Facility (GEF):

  • The Global Environment Facility was established on the eve of the 1992 Rio Earth Summit to help tackle environmental problems.
  • The GEF is an international partnership of 183 countries, international institutions, civil society organizations and the private sector.
  • The GEF has a unique governing structure organized around an Assembly, the Council, the Secretariat, 18 Agencies, a Scientific and Technical Advisory Panel (STAP) and the Evaluation Office.

 

Energy Efficiency Services Limited:

  • Energy Efficiency Services Limited (EESL), is a joint venture of four National Public Sector Enterprises– NTPC Limited, Power Finance Corporation Ltd (PFC), REC and POWERGRID, and was set up under Ministry of Power.
  • EESL aims to create market access for efficient and transformative solutions that create a win win situation for every stakeholder.
  • EESL has distributed over 29 crore LED bulbs and retrofitted 50 lakh LED streetlights across India through self-sustaining commercial models.
  • It aims to explore new opportunities in overseas market for diversification of its portfolio. EESL has begun its operations in UK, South Asia and South-East Asia.

  • He conferred the National Youth Parliament Festival Awards 2019,and distributed the certificates to the winners. He also launched the Khelo India App at the event.
  • The Prime Minister urged the youth of the country to develop better communication skills for the betterment of the society.

About the Youth Parliament Festival:

  • National Youth Parliament Festival 2019 has been jointly organised by National Service Scheme (NSS) and Nehru Yuva Kendra Sangathan (NYKS) under the aegis of Ministry of Youth Affairs & Sports.
  • The theme is: “Be the Voice of New India” and “Find solutions and contribute to policy”.
  • Youth in the age bracket of 18-25 years were invited to participate in the District, State and National level Youth Parliaments.

Why in news?

The Union Minister of Agriculture and Farmers’ Welfare while addressing the 84th General Council meeting of National Cooperative Development Corporation said that NCDC has played an important role in promoting cooperative development in India by gradually shaping its financial schemes as well as programmes for the benefit of farmers through cooperatives.

  • The Corporation during the current financial year 2018-19 has already achieved an all-time high release of over ₹25,000 crore which is 210% of the current year target.
  • It has registered a remarkable increase of around 222% in disbursements in last five years (2014-15 to 2018-19) as compared to previous five years (2009-10 to 2013-14).
  • It is a matter of pride that net NPA of the Corporation is maintained at ‘Zero’ with recovery rate being over 98%.
  • NCDC has been proactive in delivering innovative solutions for the cooperative sector.
  • NCDC’s ‘Yuva Sahakar’ scheme was launched in November 2018 to give wings to young entrepreneurs in cooperatives.
  • Newly formed cooperatives will be able to take advantage of the ‘Cooperative Start up and Innovation Fund’ formed by NCDC with liberalized assistance for cooperatives in the North Eastern Region, Cooperatives registered and operating in aspirational districts, cooperatives with 100% women/SC/ST/Person with Disability (PwD) members.

 

Yuva Sahakar-Cooperative Enterprise Support and Innovation Scheme:

  • The scheme will be linked to Rs 1000 crore ‘Cooperative Start-up and Innovation Fund (CSIF)’ created by the NCDC.
  • It would have more incentives for cooperatives of North Eastern region, Aspirational Districts and cooperatives with women or SC or ST or PwD members.
  • The funding for the project will be up to 80 percent of the project cost for these special categories against 70 percent for others.
  • The scheme envisages 2 percent less than the applicable rate of interest on term loan for the project cost up to Rs 3 crore including 2 years moratorium on payment of principal.
  • All types of cooperatives in operation for at least one year are eligible to avail of the scheme.
  • It would encourage cooperatives to venture into new and innovative areas.
  • The scheme is expected to meet the needs of youth.

 

The Nationl Cooperative Development Corporation (NCDC):

  • The Nationl Cooperative Development Corporation (NCDC) was established by an Act of Parliament in 1962 as a statuary Corporation under the Ministry of Agriculture & Farmers Welfare.
  • The prime function of NCDC is to plan, promote and develop cooperatives for augmenting income through activities such as Development of agriculture marketing, processing, storage and supply of inputs and consumer goods.
  • The setting up of agro-industries was the prime focused areas with promoting income generating activities under weaker section programmes such as fishery, poultry, dairy, livestock, coir, sericulture, handlooms, minor forest produce etc.
  • The Cooperatives registered under the State Cooperative Societies` Act or Multi-State Cooperative Societies` Act are eligible for financial assistance under the aforesaid schemes.
  • The Financial Assistance to cooperatives is routed through the State Governments or directly on the guarantee of the State Governments or against security to the satisfaction of NCDC on fulfillment of certain conditions.

 

International Cooperative Trade Fair:

  • International Cooperative Trade Fair’ will be organised in October, 2019 in New Delhi.
  • It will be first of its kind which will  provide platform for sale, market, product display, conferences, buyer-seller meet, networking, policy advocacy etc to national and international cooperatives and related institutions.

The Minister for Human Resources Development recently has launched the Scheme for Higher Education Youth in Apprenticeship and Skills (SHREYAS) for providing industry apprenticeship opportunities to the general graduates exiting in April 2019 through the National Apprenticeship Promotional Scheme (NAPS).

  • The program aims to enhance the employability of Indian youth by providing ‘on the job work exposure’ and earning of stipend.
  • The Minister said that the education with skills is the need of the hour and the SHREYAS will be a major effort in this direction to make our degree students more skilled, capable, and employable and aligned to the needs of our economy so that they contribute to country’s progress and also obtain gainful employment.
  • He informed that SHREYAS is a programme conceived for students in degree courses, primarily non-technical, with a view to introduce employable skills into their learning, promote apprenticeship as integral to education and also amalgamate employment facilitating efforts of the Government into the education system so that clear pathways towards employment opportunities are available to students during and after their graduation.

  • The objective of scheme is to provide industry apprenticeship opportunities to the general graduates exiting in April 2019 through the National Apprenticeship Promotion Scheme (NAPS)

  • Under the NAPS scheme, the Central Government shares 25 percent of the stipend per month subject to a maximum of Rs.1500 per month during the period of the apprenticeship.
  • Apart from that, an amount upto Rs 7500 will be met towards basic training cost, where needed.

 

National Apprenticeship Promotion Scheme

  • it aims to provide apprenticeship training to over 50 lakh youngsters by 2019-20 in order to create more jobs
  • Scheme will be implemented by Director General of Training (DGT)
  • Union Government will provide financial incentives to the employers to engage apprentices
  • Union Government will directly share 25% of the total stipend payable to an apprentice with employers
  • In addition, Union Government will also support basic training which is considered an essential component of apprenticeship training
  • Union Government will bear the 50% of the total expenditure incurred on providing basic training to an apprentice.
  • The NAPS has been framed to meet objective of National Policy of Skill Development and Entrepreneurship, 2015 which focuses on apprenticeship as one of the key components for creating skilled manpower in India.

  • The global intergovernmental meeting on digital health is being hosted by the Ministry of Health and Family Welfare in collaboration with World Health Organization (WHO) and the Global Digital Health Partnership (GDHP).
  • This summit provided common platform to support governments and health system reformers to improve the health and well-being of their citizens through digital technologies.
  • India is committed to reaching the last man in the line through digital health interventions and digital inclusion.
  • “Digital governance is good governance and bridging a digital divide must be achieved through technology that is low cost.

 

Global Digital Health Partnership (GDHP):

  • It is international collaboration of governments, government agencies and multinational organizations for improving health and well-being of citizens through best use of evidence-based digital technologies.
  • It is the only international platform with such wider participation on issue of digital health.
  • It facilitates global collaboration and co-operation in the implementation of digital health services.
  • It provides international platform to share policy insights, best practices and evidence based implementation of safe, secure digital technologies to improve quality, accessibility and sustainability of health systems.
  • Currently, 23 countries including India are its members.
  • It is supported by World Health Organization (WHO).

 

Electronic Health Record Standards for India:

  • The Ministry of Health and Family Welfare has notified Electronic Health Record (EHR) Standards Version 2016 for India in December 2016
  • It intent to bring standardization and homogeneity, inter-operability in capture, storage, transmission & use of healthcare information across various Health IT systems.

 

Goals:

The goals of standards in electronic health record systems are:

  • Promote interoperability and where necessary be specific about certain content exchange and vocabulary standards to establish a path forward toward semantic interoperability
  • Support the evolution and timely maintenance of adopted standards
  • Promote technical innovation using adopted standards
  • Encourage participation and adoption by all vendors and stakeholders
